Job Summary
************
The Director, Health Emergency Management provides leadership and guidance to the management and staff of the Vancouver Island Health Authority as well as to other municipal, provincial and non-government agencies on emergency and disaster planning. Responsibilities include the development and implementation of emergency response and recovery measures with a view to mitigating the human suffering and loss of property caused by actual or imminent emergencies or disasters such as earthquakes, evacuations, the CBRN terrorism threat (Chemical, Biological, Radiological and Nuclear), epidemics or disease (e.g. Pandemic Influenza), and all other emergencies or disasters where the services of the VIHA are required or directly affected. The Director establishes the operational framework and infrastructure for program delivery and planning and will allocate and manage all physical, human and financial resources, anticipating future changes affecting service delivery. The Director, Health Emergency Management is the VIHA expert for the BC Emergency Response Management System (BCERMS) and the Hospital Emergency Incident Command System (HEICS).
Qualifications
Education, Training and Experience
A level of education, training and experience equivalent to a Master’s degree in related discipline plus specialized training in Emergency Preparedness, Disaster Planning and Nuclear Emergency Response Management, with at least 10 years’ experience working in a complex organization’s, preferably health care, emergency and disaster planning program.
Sound working knowledge of planning concepts related to budgetary, staffing, quality and strategic initiatives.
Ability to lead change and to build and support effective teams and relationships.
Ability to plan, organize, create and communicate with effectiveness.
Excellent written and verbal skills.
High degree tact, maturity and compassion.
Prepare and deliver presentations to large audiences.
Act as an expert consultant to management and staff as well as community partners.
Knowledge of key ministries, crown corporations, non-government agencies and other Health -Authorities related to emergency and disaster management structures.
Extensive working knowledge of all hazard/risk and vulnerability assessment to include:
- Earthquakes
- Pandemic Influenza
- Bio-Terrorism (CBRN)
- Nuclear accidents
- Decontamination
- All hazard emergencies
During major disasters and emergencies the ability to perform duties requiring specific emergency management expertise within the VIHA EOC, a HealthAuthority Site EOC or a Municipal EOC.
Ability to design and direct emergency and disaster exercises designed to validate plans and the training standards of the VIHA’s ability to respond to those scenarios.
Knowledge of operations and maintenance of complex radio communication systems.
Proven ability to manage and provide leadership within an Emergency Operations Centre during a crisis
Provides on call coverage for disaster response shared with the Manager, Health Emergency Management and Corporate Director, Operations and Support Services.
Demonstrated Skills and Abilities
